Exactly. If they were Biden's personal notes, he would write something like "Be sure to answer xxx question. Be sure to mention xxx. Don't answer xxx questions ..." and I would expect them to be handwritten. The simplest explanation for the evidence is that the notes were prepared by someone else.

I use cheat sheets all the time, in the form of bulleted lists --- not because I'd forget something (though that's a distinct possibility), but so I'll stay on track and "in order".

I don't feel the need for an explanation of the instructions. It doesn't hurt anything if they are more detailed than they need to be.
