IF in fact they drilled, and discovered radios don't work - one of the purposes of having the drill is to make sure things DO work.

No, it's been out there for quite a while now. Within the first week we knew, when the DPS chief said the commander on scene made mistakes. Indeed, that's what the chief (the commander on scene) used as an excuse for why he didn't have a radio - that he was on scene inside and the radios don't work inside so he left his radios outside

In addition, it has been made clear that this is a glaring exception to "chain of command" --- the first person on the scene goes in to neutralize the threat, regardless of orders otherwise.
