WOW... the "commander on the scene" (whoever that was) determined that it had transitioned from "active shooter" to "barricaded subject".
That is HUGE!!!!! That's apparently the reason there was no urgency to neutralize the threat - even though 911 calls were coming from inside the classroom indicating children are still alive, and he is still shooting.The first to state his case seems right until another comes and cross-examines him.

It only took FIVE MINUTES to get into the school - not 12 - through a door PROPPED OPEN by a teacher....
Once the police arrive and are shot at - over an HOUR passes as they treat this as a "barricaded subject" rather than an "active shooter" situation.

Let's be really clear....
A) "barricaded subject" protocol - time is on our side, wait it out, bring in the experts, no real sense of urgency
B) "active shooter" protocol - do everything in your power to neutralize the threat, EXTREME sense of urgency
The on-scene commander changed the protocol from B (which it stated as) to A - which was absolutely clearly without question the wrong decision.
That "police chief" should NEVER work in law enforcement again - EVER.The first to state his case seems right until another comes and cross-examines him.
