I'm not sure she could have sent him back to jail since he had not committed any new crimes nor violated any conditions of his probation.
He violated the spirit of the probation. He was getting off on photos of underage children. He showed that he didn't want to stop. He showed that the slap on the wrist did not work.

And let's not forget he would have been 23-24 years old by that time, still getting off on underage kids

We prosecute the customers of prostitutes fairly aggressively
but we're supposed to give a wink and a nod to those who
        download child pornography (kiddie porn)
It's not a distinction without a difference. There's a pretty big difference between the people who create the pornography (who are doing outright abuse) and those who use it (who are not abusing anyone, though they are creating a market for it). It's why the sentences for the two crimes are considerably different as well. I cannot think of any case where producers of illegal material are not treated much more harshly than users of said illegal material. The whole premise of the cartoon is nonsensical.

The further claim that "we're supposed to give a wink and a nod to those who download child pornography" is especially inaccurate because even if they receive lighter sentences, they do still receive punishments. There is no "wink and a nod."

As a side note, I really dislike it when comics, like this one, deliberately draw those they criticize in an ugly fashion. It's just a lazy cheap shot.
