Children's Protective Services has a history on this case, and it appears that several neighbors were aware that the manager of the complex would do inspections on the individual apartments, but never this one.
One lady interviewed by the local TV channel (KHOU 11) said that she noticed that one child would come out occasionally "looking hungry", so she'd take food, but he would never open the door beyond just enough to accept the food. She claims she smelled a foul odor, but just assumed it was garbage.
This sounds like (and appears to be) "public housing". Though it was not designed or built for that purpose, the city of Houston is known to rent entire complexes like this to house homeless or financially challenged persons.The first to state his case seems right until another comes and cross-examines him.

Houston is, for all intents and purposes, a "sanctuary city" where illegals are protected from 'harassment' by immigration officals.
The unintended consequence is that it makes it WAY more difficult to stem the flow of sex trafficking and human smuggling.
Being that it's so prevalent in so many sections of Houston, residents are complacent about strange goings on in neighboring apartments.
If something like the OP happened in an area where law enforcement was actually appreciated, it's far more likely somebody would have noticed and reported the situation before it became deadly tragic.The first to state his case seems right until another comes and cross-examines him.
