It sounds eggZACKly like damage control.... but if you see the video, you'll see him reading what must be a summary of each EO --- he's not actually reading the text of the EO, but he definitely appears to be reading a note card or something telling him what each one is.

Yeah it is clear he didn't write the EO's or even know what they were, just before he signed it, he seemed to read a summary on the page and then sign it. Who knows what was in them? He sure didn't.
