They wanted to be able to discriminate against whites and asians with affirmative action.

No the way I read it was that they used to NOT be able to use race in deciding who to hire, which would negate affirmative action, but now that they CAN use race to "discriminate" they can use affirmative action again and use race to determine who to hire.
