Adding on to what I said yesterday about police departments reaching out to build community ties (especially with potentially racially explosive incidents):
Here's a good example of a police department near me reacting proactively and reaching out to the family involved after an incident. It seems obvious that this is probably just a case where somebody with severe psychological issues found his way onto the police force and nothing more widespread, especially since he's in Kansas and wrote this to some random family in Texas he had no ties to.
This particular police department is very good. One time, my car broke down at a busy intersection in this city and an officer pulled up behind me and waited with his lights on for 45 minutes while I was waiting for a tow truck.
